Senate Republicans Embrace Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as Republican senators proposed a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Response

Opposition senators shared concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to end the shutdown in return for a later vote on the ACA subsidies.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.

"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Some analysts suggested that the core of such a plan would remove the ACA's mandate that carriers cover patients with existing health issues.

After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
